Abstract

The modernization of document management systems in public institutions is essential to improve operational efficiency, ensure information traceability, and facilitate interoperability between platforms. This study proposes the development of a new document management module (version 4.0) for the State Attorney General's Office, based on Oracle Cloud Infrastructure (OCI) and Oracle APEX technologies. The proposal arises from the limitations of version 3.0, which presents file management problems, lack of integration, and low productivity. Using a quantitative methodological approach under the positivist paradigm, compliance with functional and non-functional requirements was empirically evaluated, using a checklist as the primary instrument. The results show that the implementation of the new module significantly improves institutional efficiency, enables more secure and modern document management, and lays the foundation for effective integration with other systems, demonstrating its viability as a scalable and reliable solution for digital transformation in the public.
